Adding on to welfare case?! Help!

Hello, If anyone can help me... I have a welfare case, which am receiving food stamp and also Medicaid for me and my kids. My Dad, he is disable, haven't worked for 11 years since he was layoff due to his type 2 diabetes. He tried to get Supplemental Security Income (SSI), but was deny. He have no money for his medicines, can I add him on my welfare case so he can get Medicare? He is 50+ years. He lived with me now. What is the steps that I need to take to get him benefits. Please help me. Thank you so much!
