37 stamps paid as employee need 39

hi my brother has a problem in regard to claiming benefits that aren't means tested ie jobseekers allowance,he has 37 full stamps paid for 06 but they say he needs 39 though he was self employed for the rest of the year but didn't pay any prsi stamp,he paid tax for this period, can he pay a self employed stamp that may help him to qualify for non means tested benefit, any help appriciated,yours mr m.
 
Per the qualifying conditions for Jobseeker's Benefit (on www.welfare.ie) there are two methods of counting contributions:

  • A person must have at least 39 reckonable contributions paid or credited in the Governing Contribution Year (GCY)
    OR
  • A person must have at least 26 reckonable contributions paid in both the Governing Contribution Year (GCY) and the year immediately preceding the GCY.
The GCY in this case is 2006. Would your brother meet the second condition - 26 paid in 2006 and 26 in 2005?
