3 Day week - Limit on Hours worked?

There is a group of employees moving to a Tues-Thurs 3 day week but they will still work 39 hours. All would have prsi contributions paid up. There will suffer a significant reduction in wages (c. 20%) . It will be for an indeterminate period of time.

So Social Welfare say these people can sign on but it depends on "how the company phrases it". Does anyone know what that means or any one Body who would know for sure? It seems a simple question to me, either the people are entitled or not but there seems to be alot of ambiguity, I don't understand why.
 
I went to SW to-day as i was working 5 days (20hrs) and cut to one day.The letter i had from my employer stated that i will be working 6/8 hours due to downturn in business.The lady in SW told me i'd have to get a letter stating how many days i was working as its days they pay by not hours...she left me as casual so my working day is flexi. Hope this is helpful.
