2003 tax relief for AVC payment up to 31/12/2004 ?

I am PAYE worker. I read somwhere ( cant remember where) that PAYE workers can get tax relief for 2003 tax year on AVC lump sum payments up to 31/12/2004, whereas self employed must have paid in by 31/10/2004. I had thought 31/10/2004 also applied to PAYE workers. Can anyone clarify this.
