Shouldn't it be the opposite? While making for a more painful experience, EU law requires that websites prompt users prior to dropping cookies.

No, you interpreted a website behaving exactly as the law states it must as suspicious. It's difficult to understand how you might interpret that as being right.

Beyond that I don't know why you might think them using a legitimate 3rd party service provider here is in any way unusual. It's very common to do so as it is a specialised service that the BPFI certainly aren't going to replicate.
