Would Revenue refund prior to four year limit

I was wondering if Revenue would refund taxes prior to the four year statutory limit.A relative of mine has been on emergency tax since 2000 and has received no tax credits or reliefs.The relative is a pensioner.Is there a way where revenue might take special circumstances into account?

I think you should be able to reason with them. Try to get to someone higher up to explain the situation. I have always found them to be very approachable.

Is worth trying however I doubt you will get a result! One of those cases where you should make the approach personally. Do not use an accountant. Revenue would be afraid to set a precedent.

Appeal to their sense of kindness and mention pensioner a few times!
