Win 98 settings transfer - also wireless BB

Hi,
I have a very old PC running windows 98 - two things
a) I have just moved house and don't have a landline and can't find a wireless BB provider that is Windows 98 compatible
b) Reckon I need to get a new PC and want to know how I can transfer all the settings i.e. outlook express, emails, etc to a new PC
Bought an external hdd but no compatible with Win 98

I'm not sure that it matters, especially if the router they provide has an ethernet connection it should just be plug and go. I have an old W98 machine as well (second machine) & I've used it with a USB modems from esatbt and an ethernet modem from smart. It may work, just that they don't/can't support it. Have a look at the broadband forums on boards.ie also.
