No - its not just in Phibsboro. Nor is it just the Roma who are a problem, the proliferation of junkies in Dublin City Centre seems to have exploded in recent years. Ive never seen the likes of it in any other capital city, certainly there are junkies, beggars, Roma etc... but not crowding the main tourist areas like they do in Dublin. Its a disgrace.
