Why is it so difficult for a foreigner to open a bank account in Ireland?

Hi all
I need assistance please , i don't understand why its soo dificulte for someone foreign in Ireland about open account bank , i have problem concernant proof of adress , they insist on tax credit certificat ! I told them that i am new resident i have no job and i need bank account statement because departement of immigration asking me for it untill complet my residence application . Plz what should i do in this case ? i tried Aib bank and bank of ireland

A Tax Credit Cert is easy to get once you have got your PPS number
 
Do you pay rent? Do you pay utilities? Where are you living currently.

Yes it is exceedingly difficult to open a bank account in Ireland.
 
Some of our employees, who had difficulty opening accounts in Ireland were able to open accounts with Revolut. This might be an option to tide you over in the meantime. You will still require ID and some proof of address though.
