I'm guessing in Wexford the seas were rough and the vessel couldn't make it into the harbour under its own power

They should be left there but at the very least no emergency service personnel should be put in danger to save them.Like the idiot filmed on BBC news swimming off Salthill and the Nature's Child lady standing spreadeagled with her big coat unbuttoned. What happens if the swimmer gets into difficulties or yer wan gets blown over and cracks her skull? Selfish people.
