Why does An Bord Pleanala send out inspectors

I don't think it would be fair to characterise ABP as ignoring inspectors reports. Perhaps at times they give the reports too little weight. Perhaps at other times, they give the reports undue weight.

If the inspectors report was always followed, we might legitimately ask "why bother having a board to make decisions?".
 
If the inspector is the only person to physically visit a site, surely his/her opinion should be given a lot of weight.
 
Agreed.

I don't know what the statistics are: I would be inclined to the view that the inspectors report should be followed at least 50% of the time.

Anybody know if this information is collated?
