Who is responsible for dangerous manhole in back gardren?

Hi, my folks have the aforementioned on County meath. It's a private estate .... House built in 88. The skim of concrete around the manhole cover is coming away and its only going to get worse. Its part of a shared sewage system with about 8 houses sharing this with a similar manhole setup at the end of the row. Are we responsible for this or is it a job for meath CC to repair.... anyone know?
 
Private drains are the householder's responsibility. For example, we are part of a Victorian shared drain that frequently backs up when idiots flush unsuitable material down it - we have to then club together to get it unblocked.
Once it hits the main sewer, it's the CC's responsibility.

Has it ever given trouble in the 8 years, or have they just moved in?
 
It's become a safety hazard as there's bits coming away and you can see down into the sewer which is which is quite deep.
They've been living here since 1988
 
As above, that is the home-owners responsibility to maintain. The council have no role in this whatsoever, their responsibility starts where the shared private drain joins the public sewer system.

For extensive work affecting multiple properties on a shared drain, people will usually club together to fund the work, but this relies on everyone cooperating and paying their share. Small issues like this would always be paid for by the person on whose property it lies.
