Who is entitled to the bin charge relief

Sorry if this is a daft question but how can you find out if you are entitled to the bin charge tax relief? We live in an apartment and thus pay a management company (who in turn contract a company to handle the bin collections) so our bin charges are part of our management fee. Does this entitle us to tax relief on this? Who should we contact about this if so?

The problem in your case is in determining how much these charges actually are. I'd ask the management company for a breakdown.
