I think it is a very good idea in principle.
Confidetiality should be guaranteed, but I don't think anonymous calls should be entertained. This could lead to all sorts of miscarriages.

There should be sanctions against any calls that are found to be completely false.

There should be sanctions against any calls that are found to be completely false.

But any such sanctions will be totally and utterly unenforceable, as there is no legislative basis for this so-called 'hotline'.
