Looks like Vodafone is definitely the most expensive.

Is Three the best value?

It depends on the type of calls you make. Pre-pay might be a better option in some circumstances, e.g. if most of your calls are to Vodafone mobiles, then the free calls and texts for life offer might be best for you.
