was in Romania back in the mid ninties and at that stage you could only get it there. had to bring sterling and change it in the hotel. they would not accept northern ireland issued sterling no matter how many times it was explained to them that it was sterling.
Haven't been there in over a year but the airport is full of change bureaus and every hotel will change your money for you though at a slightly higher rate of exchange. Preloading the credit card is probably the most economic option.
There was a thread on this issue recently and the gist seemed to be that this was not necessarily the case with all cards. My own PTSB VISA card terms & conditions say nothing about the bank limiting their liability in such circumstances for example.
