If the ETF is an iShare, as these are Irish UCITS, the prospectus (page 32 onwards) deals with tax issues for Irish residents.

I agree it's confusing and I too would like a definitive answer.
I think there are 3 questions :
- rate of tax on dividends
- rate of tax on capital gains
- does the "8 year" rule apply

The topic has been discussed elsewhere on this forum but I don't think there has been a definitive conclusion. See threads:

From reading the Irish taxation section in the prospectus I came to the conclusion that the 8 year rule does apply to iShares Irish UCITS.
