When do Gatso vans take reading

I was coming into Dublin through the red cow yesterday. As I came onto the straight stretch after the Red cow junction, I seen a Gatso Van way up ahead. I slowed down to way below the speed limit. Then a good 2 or 3 second later 2 flashes went off from the window. The only other vehicle was a dump truck coming off the M50 slip road that did not seem to going very fast.
My question is would the gatso van have got me over the limit coming just after the junction and then after, took plate pix?. OR are the flashes themselves the readings been taken?? Anyone have any real experience of this?
 
What was the distance involved? For those that are not familiar with the stretch of road in question it might help.
 
When I first spotted it about 250-300 metres. About 200-250 when flashes went off.
I am really just asking is the reading taken when the flash goes or is the flash just to record the plate and the reading taken a couple of seconds earlier.?
