What to do with a new lawn?

I have no prior knowledge of gardening so forgive me if this sounds like a stupid question but what should I do with a back garden of a new house where the lawn is uneven/patchy etc and fully of weeds. Should I just dig it up, remove rocks/rubble etc and reseed. If so is their a quick way of digging up a garden. I have seen people use the term rotavate in other posts????
 
Bull - i am not an advertisement for the ALCI but I am qualified in horticulture 4 and half years of it. [This option Depends on the firm].... but the ALCI [landscape contractors association [broken link removed] should help you. Just ring somebody in your region. You can 'try' and get a bit of free advice via mail/ call or pay for a consultation, which in my opinion is the best option. The recommendation would need more info to be cost effective
