What to do with a letter I received with my own letter from Mortgage Provider

Today I received a letter from my mortgage provider which included another letter for another couple with their bank account number etc.

What is the best way to deal with this, forward it on to the persons named or back to the bank, obviously as the post was addressed to me the letter was opened.

If you're in a good mood, forward it to the other person and let them know what happened.

If you're in a bad mood, forward it to the Data Protection Commissioner.

Send back to the bank, and send included a copy to the Data Protection Commissioner.
