wet patch on outside walls

Just had an extinsion built recently. Single story, pitched roof, 4 velux windows. We have noticed wet patches on the outside walls at the sides, right down the middle from under the guttering to the ground. Any ideas why this is happening, it's only in the centre of the walls.
 
Perhaps the rooftiles aren't over the gutter and the water is missing the gutter so to speak ?
 
just tap the wall gently with a hammer and see it is boast, cud be a case that the plasterer did not scud the wall or the mix for the plaster is poor, now the plaster is coming away from the wall.
