I bought a house last July, and got it surveyed but a registered surveyor he said all was ok. But by September the newly painted ceilings were all wet with big droplets on them, they keep getting worst as the weather gets worse.

It's above the windows only, in most rooms. I need to know who do I get to fix the problem, [builder, roofer, engineer, quantity surveyor] I haven't much money to sort it.
Someone looked at it and said he thinks the top beam/joist was never wrapped when the house was built - he squezzed his hand under the first row of tiles.
The felt/wool insulation in the attic doesn't seem to be getting wet, there are no holes in the roof lining (felt?).
I'm in north kilkenny if anyone can recommend someone that will sort it for me I'd be very grateful
