water table and damp from leak

I just found out that the water table is 2.5 feet below my house. Is this high and if so, can I do anything to lower it? Would French Drains help. Some of the internal walls in main house are damp. THe house is in D4.

I wrote on this topic before. Then I thought the water table was causing dampness in my kitchen. However, I have just discovered that all the heating pipes are broken under the floor in the kitchen and this caused the dampness. I am quite annoyed as my plumber and a handyman who does some work with me both told my architect is was a leak, but the Architect, and his damp specialist said it was rising damp? Can a leak like this cause rising damp? I feel my confidence in my architect and his damp proofing specialist is ebbing away. There solution is to change the heating system to a closed system. Has anyone any idea what this is and how much it should roughly cost.

I would really appreciate any advice.
