Water leaking from overflow outlet in bath

There has been water leaking from the overflow outlet in our bath for the past few weeks. This doesn't make sense to me, as I would have thought that water could only flow downwards into the overflow, and I don't know where the water is coming from. Can anyone explain, or has anyone experienced this before?
 
If the taps are set in the bath above the overflow outlet, then it may be a leak at the joint between the pipework and the tap fitting?
