Waste/Utility Bills - Tenant not paying ?

The lease/tenancy agreement I use for my tenants stipulates that they are resposnible for waste charges.

While I am fortunate that they have been with me now for 6 years, I am concerned that they have probably never paid a penny to Dun Laoghaire Rathdown for bin charges.

Can I find out from Dun Laoghaire county council if they have been paying their bills ? If and when they leave, and there is a large outstanding bill, will I be liable with the County Council as the house owner, or can i pass it on to them ?

If they are leaving bins out and they are being collected then surely that would indicate that they are paying the charges?
 
Not so Clubman. I know loads of people that have never paid their bills with DLR Coco and still have their bins collected. I have to admit to being a bit tardy on my own bill !!
