Ward of court originiating notice of Petition

Does anybody know in the case where somebody has alzheimers; when being served a notice of petition for becoming a ward of courts, if the petition is served on the person in question i.e the respondant/future ward of court or is it served on the nursing home manager .Bearing in mind that the ward of court would not be able to understand the petition.

I believe it has to be served on the potential ward of court. It is a protection for them - even if they do not understand it - the point being that, if they did understand it, they could object.
