What platform do you want to develop for?
Will it be data-driven with a fairly simple user-interface? If yes, you might consider development using FileMaker Pro Advanced on a Mac or PC and deployment on a mobile device using FileMaker Go (free)
Is it a consumer type app (mass deployment) or a specialist product?
If you want someone to build it for you speak to someone like minicorp

Based on their bad web-site and their extremely poor copy I'd be inclined to look for someone as unlike them as possible.
There are lots of questions you need to answer before you can get more focussed answers.
p.s. There are also products like Livecode from
www.runrev.com that take a "codeless" approach to app development. Live code v.8.0 community edition is free to download and use. The learning curve is less steep tan with IDEs like XCODE and you should get a prior app or mock-up quickly using a toll such as Livecode.
