Want to buy out a council house

A query for anyone. My sister is living in a Council house and wants at this stage to buy it. Shes living there for the past 5 years and 3 months and they are both working now and they want to buy it out because they have 2 children. Is now a good time to buy thats if they get a mortgage. What do they do to set the ball rolling?
 
Contact the council for a sale price. The council get the house valued, then the appropriate discount is applied depending on how long they have rented it, then they give the price at which they will sell it. Then your sister and her husband can apply for a mortgage and get a solicitor to act for them in the purchase. All depending on whether it appeals to them at that price.
