Wow, they are still mandating this basic , 100mm uncontrolled ventilation?.

Please tell me, you dont have a heat pump in same premises?
Hi, I have 6 vents in my house and have a heat pump, should these vents be partially or fully closed and only open when cooking or for short time during the day?

Unless you have an alternative source of ventilation they should remain open at all times.

As @Leo said, you need ventilation.
What problem(s) are you trying to solve here by closing them?
If it's heat loss / discomfort because of draughts then you likely have other air leakage issues that you don't know about.
If it's the cost of your heating then it may be because of how the hp is set-up / run and /or likely extra heat loss due to air leakage you don't know about.
But closing your ventilation is not the place to start.
