VTOs payment to Stamps

A close relative of mine has been doing a VTOs course for the past two years since being made redundent 2.5 years ago.
With these courses you can work x amount of days so she secured weekend barwork to enable to pay to do so, on finishing the course she applied for a grant to continue on in college but the social says she is only being assessed on 2 days work for last 2 years so she has to drop down to one in order to be paid her stamps. They do not count the VTOs payment as any kind of assessable income, sounds like the classic incentive not to work when a days work is only €20 when its less the SW payment.
The real bother is this means she wont get a SW payment for the last 3 weeks which means she wobnt be entitled to a back to education grant.
any suggestions please on next route, is it worth wasting the time of the local TD , seeing that is what everyone is suggesting to her
 
Can you be more specific? What 'grant' did she apply for? Is VTOS finished? Is this why is she claiming JB now? What is 'Back to Education grant' you are talking about?
