VRT - CO2 emmissions for 20yo plus cars

Hopefully someone will be able to help me.
I would like to buy an early eighties W123 Mercedes 200/230/240 diesel.
Realistically I need to go to the UK to purchase one, as there is very limited choice here.
I have checked online for the cost of VRT on a 1983 Mercedes 240 Diesel. It is saying CO2 emmisions of 250, which is the maximum. This means a VRT charge of 36% on OMSP or €861.00.

I assume as there is no official records for CO2 emissions on this car the highest rate is automatically applicaple.
If I can show the car actually has lower emmissions will I be able to pay a reduced VRT.
Also, has anyone any idea what the chances are of a 1983 Merc 240 diesel actually having lower emissions then 250 if I were to get it checked independently?

if you read autoexpress they always test the cars in group tests for their real vaules.
they are always without fail higher
