When a visa-issuer refuses to dispute a charge for a product that the merchant never shipped, do consumers have any recourse?

Visa Europe refuses to act on card holders behalf. Visa Europe will not enforce the agreement between Visa Europe and the member bank. Do visa card holders have any kind of real entitlement to benefits in europe?

The visaeurope.com website doesn't publish any kind of consumer protections (usa.visa.com does).

Is it possible to find Euro denominated visa cards in the US or Asia?
 
Lloyds, and others.. it's not just lloyds that refuses disputes, it's a pattern across European banks.
