Health Insurance Vhi Health Plus Extra V Laya Simplicity how do I compare benefits?

A friend who is 80 and widowed pays VHI over 3.2K pa for Health Plus Extra, I have LAYA simplicity and pay a lot less than that i.e about €1.7k pa..

How do I :

A. compare like with like,

B can I get LAYA to enroll them on the simplicity Plan?

When moving insurers does it matter if you have had a big procedure, eg a knee replacement?

There are more\higher excesses on Simplicity, for in patient and everyday medical expenses.

Knee replacement would count as an existing condition, so for any upgrade in cover, waiting periods may apply.
