Vents allowing noise in. Can I insulate it safely?

In my sitting room there is a vent (for carbon monoxide?). I know I shouldn't block it (relax there, Duncan) but I can hear the neighbours chatting at their front door and other noise from kids, banging gates etc..

I was wondering (1) if I placed rock wool (as if I even know what it is) or something in the cavity,would this still allow the vent to do its' job andinsulate against noise? The room also has two windows with built-in vents which are open a lot and the house is otherwise well ventilated.

..and (2) I am also planning to build bookshelves/tv unit in the alcove where the vent is with a wooden back. I'll be using battens to bring the back of the unit out from the wall to allow for sockets etc., so I presume this won't interfere with the vent either. Should I incorporate some vent into the unit as it will be floor-ceiling?

I don't suppose blocking it is an option if I want to meet building standards for sale/insurance purposes.
