VAT when providing services to EU countries

If I provide electronic goods to customers in EU countries I'm obliged to charge VAT. In Ireland you have to have sales of more than €30k (or so, don't know the exact figure) before you are required to register for VAT.

If I am below the tax bracket in each of the countries that I provide goods to do I not have to pay any VAT?

For example lets say the VAT cutoff is €30k in each of the following countries. If I sell €15k to Ireland, €15k to France, €15k to Germany and €15k to Spain I am below the VAT cutoff in each country. Do I have to pay no VAT, or do I have to pay VAT in each country as my total sales are above the €30 Irish limit?
 
Your title says "services" but the body of the post talks about "electronic goods". Which is it, as the rules are different?
