Vat when ordering from NI

Need somebody to clarify something for me here - building a house in Kildare and hoping to source some items in NI:

(1) If I order directly from a supplier in NI I will be charged 13.5% vat on the total?
(2) If I get the builder to order from the supplier in NI and get him to pay directly as he has a vat no he can claim the vat back - and so only costs him the total, no vat....is this right???

Can anybody clarify?

(1) Yes, unless you have a VAT reg no

(2) No - if he supplies his VAT reg no he will not be charged VAT, but he will have to charge VAT at the appropriate Irish rate when he resells or reuses the goods for a job.

This has been covered here ad nauseum many, many times.
 
Thanks Mathepac - not long using the site so apologies if I am asking questions that have been raised again and again..tried searching but was not having any luck
 
and if you have a vat reg no in the south and buy in the north, is there any checking between the two?
