vat rate on planning services 13.5 or 21%?

i have received a bill of engineering services of drawings, site visits, site layouts and professional advice and he has charged vat at a rate of 21%. i have been assured that it should only be 13.5%. which rate is the correct one, does anybody know or is it a very grey area?

Go to www.revenue.ie and do a search for VAT rates. Revenue have a fairly large list of different vat rates, so hopefully yours is there.
