VAT from a US based supplier

I'm a VAT registered sole trader here in Ireland. However, I have just formed a new company (LLC) with a US based partner, and the company is registered over in the States.

When we (the US based company) quote for a job here in Ireland (for a VAT registered Irish company), should be be including/charging VAT?
