Value of house for first time buyer rebate

I am wondering if anyone has any thoughts on how Revenue will get the value of the property when first time buyers of new builds apply for the rebate announced in the budget. Or how will applicants of the scheme display to Revenue the purchase price of the house. Any ideas?

The scheme to refund DIRT to first time buyer seems to suggest that the value of the property comes from the Local Property Tax system.

But I thought the value in the LPT system was up for the owner to decide. Or maybe for properties purchased since LPT was introduced, their value is automatically added into the system as the purchase price?

Possibly you will prove the purchase price of your house to revenue by showing how much stamp duty you paid?
 
I would imagine that for sales by developers it will be pretty clear. The contract price which is the price for stamp duty.

Self builds might be more problematic.
