US car rental — with a hitch?

As in a trailer hitch (what we would call a towbar).

Have been trawling through all the main companies' T&Cs (Hertz/Avis/Alamo/Budget/Dollar, etc.) and none of them allow towing of any kind — even a small bike trailer.

Does anyone know of a company (serving the Seattle, WA region) that does?
