Urban myth? Allocation of social housing

Yep, this is something I heard on the bus....

Three elderly ladies discussing the flats or houses that the local council had allocated to them or what their family were getting.
Some areas good, some areas not up to their standards.

Anyways, they were discussing that a long resident of some council house died and within hours of hearing this they or someone they knew was ringing the council non-stop to try to get this house. And involving the local councillor too. I think this was a good house and the person who wanted it only had a small flat so it's not unusual they want an upgrade

Before the poor person is even in the ground!

Not the first time I've heard this, just wondering can anyone confirm?
My issue isn't with getting housing, more with trying to take over somebody's flat or house when they only died the same day. Poor taste you may say

And I thought it operated on a strict waiting list, no?
