Unsafe product. Where to have tested?

I recently purchased a new product produced by a well know brand name that I consider to be unsafe. Is there a Government department somewhere that I can refer my complaint to and where the product might be tested.
 
What type of product ?

It's going to be very different if its car or a tub of butter.
