The threat of a day of action was only ever intended to nudge the Government back to talks. I don't believe that union leaders have any appetite for widespread industrial action; they'd rather get some kind of a save-face deal and get their snouts back in the troff.
1. The unions finally realise just how bad things are.
or
2. The unions are hoping for some kind of deal on the Budget.
I'm kind of hoping it is scenario one, which in itself is scary. I also have a sickening feeling that it might be scenario two, which would be very bad indeed.
The Impact vote was a big blow to ICTU. The government has done them a favour by inviting them back into talks as they can save face. I don't see them get any major concessions in the budget.
