Unhappy with interview procedures - want to know if rights affected

Hi - a Friend recently went for a CNM post 3 weeks ago in a specialist unit of a small hospital. A close colleague of hers says she was approached by the sister in charge of the hospital and invited to attend the interview but did not hand in an application until after the closing date. The closing date was not officially extended. The interview panel comprised three individuals with one HR person taking notes. My friend did a good interview but was unsuccessful. The colleague got the job. She then e mailed asking for written feedback 2 weeks ago. She got a phone call today from the HR person on the panel - the one who was supposedly note taking during the interview. She said that the interview panel had to meet again last Friday to discuss the feedback as there was none compiled during the interview. She gave some nonsense feedback over the phone which did not reflect her answers but my friend said she wanted it written. The HR girl says "oh that will be very difficult now as i only have my srcibbled notes which are very hard to read". My friend is unhappy on several fronts
- HR dept accepting application after closing date and not advertising fact that closing date extended
- colleague had no intention of applying for job but was encouraged by sister in charge to do so ...Is this permissable ?
- no written feedback provided to date in a timely fashion
- poor record of interview responses admitted by HR person
What are her rights here - can she find out legally when the colleagues application was received - is the interview legal if this occurred ? Please advise
 
I am sorry I cannot help you on an opinion but a niece of mine done an interview for a promotion in the HSE and afterwards another person was appointed. There was a specific qualification for this post which my niece had and this other well connected lady did not have it but got the promotion. My niece queried it and never got an explanation but also got promoted. The other lady held on to her promotion although not qualified and everyone up the chain of command knew she should not have been promoted but this is Ireland.
 
Well the hospital is funded by the HSE but is run by nuns ! I know that in the public sector interview processes are reasonably strictly regulated but Im not sure about the set up elsewhere. I get the feeling that the nun in charge knew who she wanted in the job and that was that. I m just wondering if any rules have been broken ?
 
I don't believe the voluntaries are covered by the CPSA's codes of practice.

The HSE is covered by this so if it was a HSE institution, she could appeal under section 7 or 8.

Before these codes the HSE had what were called 'rules of competition'. Maybe this institution issued something like this and an appeal could be lodged based on these rules.
