Unfinished Air Ventilation

It has been recently pointed out to me that the air vents that exists on the outside of my house were never punched through into any of the rooms, except the one in the living room installed by the gas people. It's a new house and I'm living there nearly 3 years now. Does anyone know my rights regarding getting the builder to complete this work as I understand this to be a health and safety issue. I've been on to home bond and they say it's not their area, and recommended talking to the county council. It being a Friday and all, the county council are not answering the phone.

There were previous threads about ventilation here on AAM. I think the county council has nothing to do with air quality in your home.
