Uneven floors

there are lumps of cement here and there on floors that would make tiling impossible.
Is it up to the builder to even this out or will the tiler have to do it as he goes along?

that would fall under the builders remit, any tiler i know won't start unless the floor is in reasonable condition, unless they have priced for it!
