Ulster Bank applying rate on my tracker

I am on a tracker and Ulster Bank have just sent out a letter stating that the revised payment will be effective from 1st November , My mortgage comes out on the 24 of each month, I thought it would be effective from the date ECB gave it to the backs

I have just been on to them as well as I am annoyed. My tracker goes through on the last day of the month. All 8 increases have gone on in a week and now they are telling me that they have 30 days to put on the decrease. They are stalling the decrease to the very last moment so they save money and this is really annoying me :mad:
