2 weeks ago I purchased a voucher for a hotel in the UK.

I no longer want the voucher.

Do I have any rights at all in asking for a refund or am I stuck with voucher?

Did you buy through an Irish or UK company? EU cooling off legislation only protects when buying within the EU. Under UK law I don't believe you have any right to return a voucher unless it was mis-sold.

May not apply in your case but you should be more wary buying vouchers from deal or aggregation sites as you have fewer rights.
 
If you can't use it or gift it, you could try selling it on Adverts but expect to take a haircut on the value
 
Some NI Hotels will offer a 14 day cooling off period if purchased online. Once outside that period, you have no right to cancel.
