Turned water back on and leaks in house

I have a S. 23 property in Mayo that I couldn't let. We went down last week and got the plumber to turn back on the water.

He went away for half an hour and then came back. We arrived shortly before he did to see water leaking from every part of the hosue. It only lasted a short while - maybe half an hour. Water was coming through the lights etc. He said a vent had been left open and that there were no actual burst pipes.

The heating has been left on in the hourse for 6 hrs per day since then.

Do you think the electrics will be alright - the plumber is also a qualified electrician.

Also, why did this happen, and surely it was the plumber's responsibility to see that the vents were closed.
 
Simply turning the water back on in a property should not result in this situation. I presume he said valve and not vent? Open valves should become obvious within a few minutes. The plumber should not have left so quickly.

Who turned the water off in the first place? Did they drain the system down completely and perhaps leave some or all the radiator bleed valves open? Or a bleed valve on the hot water tank?

You will need to check every single electrical fitting to ensure they are 100% dry before using that fitting.
