Travel insurance age limits

If a travel insurance policy states that cover is only available to somebody aged, say, 69 years or under does this apply to the age at the time the policy is taken out even if the person will turn 70 while the policy is in place? Some policy documents explicitly state that it is the age at the time the policy is taken out that matters while others are not so clear....

I checked this up myself and it seems that in most or all cases it is the age at which the policy is taken out which is the key criterion in this context.
